I am retired after being an IRS Revenue Officer in the Collection Division for 35 years. Most of that time was spent in the Modesto, California office. For my last two years before retiring I covered the northern 2/3 of California as one of 17 Fraud Technical Advisors in the USA who specialized in collection related fraud issues. I became an enrolled agent immediately after retiring from IRS in 2004 and worked for a tax attorney for two years before starting his solo practice representing clients who have collection problems or a series of unfiled returns. I have been the secretary of the Big Valley Chapter of the California Society of Enrolled Agents for many years.

What is your typical process for working with a new customer?
For a client with unpaid taxes. I analyize the outstanding liability to find out if it can be reduced in any way then determine the most appropriate way to resolve this account. This can be an offer in compromise to settle the amount for less than full payment, an installment agreement if the client can pay the liability or documenting inability to pay if payment would cause hardship. It may also be appropriate to refer the client to a bankruptcy attorney.
